Cross-functional teams have been fashionable across many U industries for at least 20 years. The idea appear to bes great--corporations are divided into departmental fiefdoms by way of definition. Such "silos" create poor communication and competing interests that do not attend the greater good; the answer is to evolve products through teams of individuals from each silo.
