Members of the Public Affairs Counc...

Members of the Public Affairs Council (PAC), an association based in Washington, DC actively participate in public policy, advocacy efforts, and political campaigns across the native land AORN is a member of PAC and uses many PAC resources and publications when the Association makes decisions about governmental affairs programs, as it was as lobbying techniques and planning for the annual AORN Lobby Day.

In October, smother to death Burke, AORN's legislative analyst, attended a PAC workshop onward grassroots activity, which highlighted grassroots organization, communication, and disentanglement J. P. Toner, the manager of political involvement programs at PAC, facilitated the workshop. The following summary highlights the useful information and ideas not absented at the workshop.

GRASSROOTS ORGANIZATION

Toner described the three greatest in number common approaches that associations use to organize their grassroots members into a network of activists: the artificial race-course broadbased, and key contact approaches. In the artificial peat approach, an organization relies little forward actual grassroots activity; instead, goals of grassroots members are explicitly stated in a legislative program managed externally from one side contracts with public relations firms and professional lobbyists. This approach is best for businesses that have temporary legislative straits requiring a sudden, short-term effort. The broad-based approach encourages all members in an association or business arrange to be informed and involved in advocacy efforts. This approach relies heavily in succession communication with members and usually considers members as a market within a general marketing and public relations plan. The solution contact approach identifies politically well-connected and highly motivated members within an organization and taps these members to be spokespeople and local resources for appointeded officials on behalf of the industry or profession.

Toner said that the principally effective approach to grassroots organization is a hybrid of the broad-based and key-contact methods

Associations that achieve their legislative goals attend to to balance calls to action to their general memberships with initiatives through specific individuals in those organizations who lead advocacy efforts because of their relationships with policy makers and legislators. Toner also annotationed that effective grassroots networks are deficiencyed by effective grasstops (ie, governing boards and administrative personnel who embrace and support associations' legislative goals).

At AORN, the hybrid Approach_guides common efforts to establish the grassroots network. All members are encouraged to participate in the legislative proces and to advocate for public policy as it pertains to perioperative nursing. The leadership work of the Legislative Committee and state coordinators supports the network. Many coordinators and individual members have been politically active for years and regularly contact their pick outed representatives. AORN's President appoints the committee, and the Board of Directors annually approves legislative priorities, legislative awards, and legislative outreach plans commited by the committee. AORN's legislative priorities for 2004 will be announced in January.

GRASSROOTS COMMUNICATION

Toner glance ated that publications sent to grassroots network members should maintain a uniform appearance, possibly using a slogan or logo specific to the network. He provided samples of gauge publications, which displayed an abundance of photographs, quick bullet-point explanations of legislative issues, and simple charts that drew attention to important information. He praiseed that associations produce a separate manual for orienting members to the grassroots network. The manual should contain everything from basic information about sway to advanced concepts, such as negotiating with legislative staff members about propos language for a draft bill.

Toner also put in mind ofed that associations and businesses disentangle videotape presentations to complement their inventories of printed resources for grassroots network members. He said that the number of action alerts supported to an organization's web site should be limited to four or five for year--six at the most; otherwise, he said, importunate content seems routine. He also make acceptableed that lobbying events in the nation's capital focus forward gathering the most active grassroots members. Given the busy schedules of chiefly members of Congress, these make choice ofed officials tend to pay attention to constituents who already have visited with them in their family circle districts and have established an awareness of the issues at hand.

At AORN, in every one's mouth communication tools for informing the grassroots network include monthly articles in the Connections newsletter the "Health Policy Issues" department in the AORN Journal, the Legislative News! updates sent to chapter presidents each month legislative alerts supported to AORN Online, and control affairs sessions presented at AORN education programs. This year, for the third consecutive year, AORN held a Lobby Day marked occurrence in Washington, DC, offering educational contact hours and the opportunity to appropriate face-to-face with members of the US Congres upon Capitol Hill.
